On 31st January 2025, the signing ceremony of the grant contract for the Grant Assistance for Grassroots Human Security Projects (GGP) was held at the Embassy of Japan, Ebene. The grant contract was signed by Ms. TANAKA Yuki, Counsellor of Embassy of Japan in Mauritius and Mr. Darmen Ellayah, President of Association Pour Personnes En Larmes (APPEL) in the presence of relevant stakeholders.
 
The NGO was established in Port Louis in 2006 and their three main initiatives are the running of ARCH Rehabilitation Center for the homeless since 2013, ARCH Training Center and ARCH Café since 2018 to support homeless people and other economically vulnerable people in the local community. The vocational training programme, aimed at the acquisition of qualification and life skill for beneficiaries, provides trainings in the fields of Pastry/Cooking, Hair Dressing and Wood/Metal works free of charge.
 
Through “The Project for the Provision of Equipment for the ARCH Training Center”, the organisation will receive a grant of up to 52,028 euros (approximately 2.5 million rupees). The grant will be used to procure vocational training equipment at the training center. Upon completion of the project, the APPEL will be able to increase the number of trainee intakes at the center, provide beneficiaries with better practical skills to enhance their capacity, secure their future work opportunities as well as contribute to their sustainable income growth.
